Foreword
Seeking to play a role in the Government of Québec's efforts to boost the presence of Québec creators in stimulating cultural settings and to enhance the international reach of Québec culture, the Conseil des arts et des lettres du Québec (CALQ) entered into a collaboration agreement with the French Institute of Vietnam (Institut Français du Vietnam/IFV) in Ho Chi Minh City with a view to expanding the international network of residency workshops available to Québec artists and writers.
Each year, this collaboration enables a Québec artist or writer to spend two months at Villa Saigon in Ho Chi Minh City.
The Villa Saigon residency program is geared towards artists working in all disciplines who are professionally engaged in contemporary creative activities. The residencies are designed to lead to some kind of public "repayment". This is one of the jury's primary project selection criteria and ensures that the residencies are integrated within Ho Chi Minh City's cultural scene. Made up of prominent figures and professionals from France and Vietnam, the jury is headed by the Consul General of France in Ho Chi Minh City.
For the 2024 residency, this call for applications is open to visual artists in general, whatever their artistic practice, with a particular focus on urban arts and muralists.
The IFV in Ho Chi Minh City will provide logistical support. A studio and various workspaces will be made available to resident artists and writers.
Objectives
Conseil's studio-apartment residency program has five objectives:
- To support and stimulate artists by making available to them a suitable environment and the means to produce and disseminate their works.
- To foster artistic renewal for artists and writers by giving them access to a new and stimulating cultural environment.
- To facilitate exchanges of artistic or literary viewpoints and contribute to the formation of durable ties between artists from Québec and abroad.
- To promote the work and career development of Québec artists internationally.
- To develop new networks for artistic creation, production and dissemination.

Location
Villa Saigon is the Consulate General of France's diplomatic housing facility in Ho Chi Minh City. The building includes a number of large apartments offering living space as well as work areas. The selected artist or writer will share a 3-bedroom apartment measuring 180 m², including 2 bedrooms each sleeping 2 persons, 1 bedroom sleeping 1 person, 2 bathrooms, a kitchen, a lounge, a living room and a large terrace. In addition to the lounge, a covered rooftop terrace on the top floor provides a work area for plastic artists or dancers. Located in downtown Ho Chi Minh City, Villa Saigon is a 15-minute walk from the Consulate General of France, which also houses the IFV.
The IFV will also provide logistical support. Various artists have stayed at Villa Saigon since late 2015; the residency program began operating on a call-for-candidates basis in 2018.
The IFV is a division of the French Embassy in Vietnam, falling within the jurisdiction of the French Ministry of Foreign Affairs and International Development. The IFV works jointly with the French Embassy's Cooperation and Cultural Action Division under the authority of a Cooperation and Cultural Action Advisor, who also serves as the IFV's Director and is tasked with developing bilateral cooperation initiatives in the following areas:
- Academic/research cooperation (including health-related matters)
- Promotion/dissemination of the French language
- Education/training
- Legal cooperation
- Assistance with French non-governmental cooperation in Vietnam (local communities)
With a population of 8,224,400, Ho Chi Minh City, also known as Saigon (its official name until 1975), is Vietnam's largest city and an economic powerhouse, edging out Hanoi, the country's capital. Located on the banks of the Saigon River near the Mekong Delta, Ho Chi Minh City is the largest population centre in southern Vietnam. During the French colonial period, it was the capital of Cochin China, subsequently becoming the capital of French Indochina (1887-1901). Following the partitioning of the country at the end of the Indochina War, Saigon became the capital of the Republic of Vietnam. Famous for its decisive role during the Vietnam War, Saigon is also known for its French colonial buildings constructed entirely from materials imported from France.
